If verification doesn’t help, your AV likely ate it. Restore the file from quarantine and add the game’s folder ( ...\steamapps\common\Call of Duty Ghosts ) to exceptions.
If none of that works, the deeper cause could be a broken Windows user profile or a failing hard drive – but 99% of the time, alone fixes it.
In Steam → right-click Call of Duty: Ghosts → Properties → Installed Files → Verify integrity of game files . Steam will detect the missing/corrupt DLL and redownload it.
